Сказано ведь "в Иерусалиме", значит - в Иерусалиме.

Константинополь сам по себе был столицей.

ЗЫ. Церкви Святого Диомеда на старых городских планах (ссылку я давал) НЕТ.

Традики раскопали какие-то руины возле Золотых Ворот и нашли там кирпичи с ЧАСТЬЮ ИМЕНИ Святого Диомеда:
