certificate (n.) (акт заверения); из французского «certificat»; из среднелатинского «certificatum»; причастие прошедшего времени от «certificare» -

certify (v.) (заверять, подтверждать, ручаться); так же ручаться или подтверждать, подкреплять; из латинского «certus» + корень от «facere» - делать.
mid-14c., "to declare the truth of," also "to vouch for or confirm" (an official record, etc.), from Old French certefiier "make certain, witness the truth of" (12c.), from Late Latin certificare "to certify, to make certain," from Latin certus (see certain) + root of facere "to make, do" (see factitious). Тут безо всяких вариантов – «заверять». Замены «з» - «с», «в» - «f» и перестановка. ЗВРТ – CVRT – CFRT – CRTF – certify.

Да, латинское «certus», (см. «certain», вполне может быть и «заверить», при условии, что «u» = «v»). ЗВРТ – CVRT – CURT – CRTU – certus.
